Abstract
For four decades (from early 1960s), different factors have caused spread of
development into the Tehran urban fringe and gradual formation of Tehran functional
region. However, regional planning and governance of the region have been forgotten
completely by 1990. Present paper aims at explaining process of developing a common
vision for governance of Tehran metropolitan region. Developing common vision of
TMR’s governance system is based on study and consideration of three main factors:
literature review and cross- national comparative study, study and analysis of current
governance situation, and recognition of main player’s attitudes. Vision statement is
manifestation of achievement of coordination, cooperation and collaboration within
governance of Tehran metropolitan region and resolving its political and functional
fragmentation
